The 38th Session of the Enforcement Committee of WCO

The 38th Session of the Enforcement Committee (EC) took place from 11 to 15 March 2019 at the World Customs Organization (WCO) in Brussels, Belgium. The theme of the 38th Session was “SMART BORDERS: KNOWLEDGE BASED CUSTOMS ENFORCEMENT” and More than 200 Customs delegates participated in the session.

The agenda included nine sessions covering key topics addressed by the WCO Enforcement programmes namely: Environment; Drugs; Security; Intelligence and Risk Management / CEN; Cultural Heritage; IPR, Health and Safety; Revenue; Customs Investigations and for the first time, Money Laundering and Terrorism Financing. Following the success of last year’s format, the interactive panel discussions were maintained. 

During the panel session for the role of customs enforcement operations with regard to illegal waste shipments, RILO AP illustrated the need for coordination and consorted efforts between members following a seizure to repatriate the shipments, as well as the follow-up investigation that countries of departures should conduct to curb this form of illicit trade. Information sharing was deemed as crucial to the success of customs enforcement. RILO AP also addressed the plan to conduct joint operation Green Earth to combat against illegal waste shipments through inter-agency cooperation, cross-border collaboration and information exchange with the relevant national and international stakeholders.
