The 11th Regional Workshop on Global SMART Program

The 11th Regional Workshop on Global Synthetics Monitoring: Analyses, Reporting and Trend (SMART) Program for East and Southeast Asia was held in Singapore from 27 to 29 August 2019. The United Nations Office on Drugs and Crime (UNODC) organized this workshop in collaboration with Central Narcotic Bureau (CNB) of Singapore.


National law enforcement agencies and drug analysts from more than ten countries in the Asia Pacific Region participated in the Workshop along with officials from Canada and the United States of America. Mr. Martin Raithelhuber, Manager of the Global SMART Program, chaired the Workshop.


The Workshop has updated the situation on the implementation of the Global SMART Program in program counterparts, share information on emerging challenges posed by synthetics drugs and response at the national and regional levels and discuss steps for the future program implementation in the region.


In addition to the discussions on progress and outcomes on the implementation of the Program, the Workshop also deliberated on matters about precursor chemicals including legal activities of manufacture, import and export of precursor chemicals, illicit manufacture and trafficking of precursor chemicals and data generation about precursor data. The Workshop also gave opportunity to different participants to engage bilaterally.


During the Workshop, the Head of RILO AP presented the concepts and outcomes of the Operation Mekong Dragon AP, which is a joint operation to combat against Methamphetamine smuggling organized by RILO AP. He also asked for active participations and collaborations from working counterparts in coming operations to crackdown on the organized crimes and drug syndicates proactively.
